C. A. Dutch Ruppersberger is a Representative from Maryland, born in Baltimore in 1946. A graduate of Baltimore City College and the University of Baltimore School of Law, he worked as a lawyer and assistant state's attorney before serving on the Baltimore County Council. He was county executive from 1994 to 2002 and has represented Maryland in Congress since 2003.
