Carlos A. Romero-Barcelo was a Resident Commissioner from Puerto Rico, born in San Juan in 1932. A graduate of Phillips Exeter Academy and Yale University, he earned a law degree from the University of Puerto Rico. He served as mayor of San Juan from 1969 to 1976 and later became Governor of Puerto Rico from 1977 to 1985, representing his state in Congress from 1993 to 2001.
