James C. Moylan is the Delegate representing Guam in the United States Congress. Born in Guam in 1962, he graduated from John F. Kennedy High School and earned a B.S. from the University of Guam. Moylan served in the U.S. Army, worked as a parole officer, and owned a business before becoming a member of the Guam territorial senate from 2019 to 2023. He was elected to the One Hundred Eighteenth Congress in January 2023.
